The kanji used in the Kansai dialect which Momo knows for Kyoto looks very like the Kanji for Tokyo in the standard dialect which is what she was reading.
So she kept wanting to say Kyoto instead.
The Kansai and Kantō dialects use the same kanji, and there is nothing in the sentence she was trying to read that would significantly differ. Kyōto is 京都, literally "capital city". In 1868, the capital was moved to Edo, renaming it to 東京都, Tōkyōto, "eastern capital city". Some more history happened, and now 東京都 means "Tōkyō prefecture". In contrast, Ōsaka and Kyōto use 府 "fu" for prefecture suffix (and all others use a different one). So she at one point said 東京府 "Tōkyōfu", which does not exist any more (probably because of 京都府 Kyōtofu, "Kyōto prefecture", given how she kept misreading Tōkyō as Kyōto). As you can see, apart for the 東 "east" character, they use the *same* characters, and 東 and 都 kind of *sound* similar.
In the same clip she also asks Mina to confirm that 白鳥 is indeed read as "hakuchō" (swan), as she wasn't sure, then proceeded to say "like a swan wrapping" (巻いてる "maiteru") instead of "like a swan dancing" (舞ってる "matteru"), where Mina and Jihyo lost it and corrected her. Again, this would be exactly the same in Kansai-ben and in Kantō-ben.
The only thing happening here is that Momo is not a great reader; nothing to do with dialects.
I completely understand though, Japanese writing system is kind of insane, with how the same thing can be read many different ways depending on context... It always surprises me the literacy rate is as high as it is... Also, it has to be hard to keep it up, being immersed in a different culture, and probably not reading too much Japanese in her precious free time, such as there is.

It wasn't explained clearly but the reason Mina is called penquin is because of the way she walks where her toes points outward which is a result of her long training of ballet.
Pronunciation of the names:
Nayeon = Na yeon ("Na" is pronounced like the end of Sana!)
Jeongyeon = Jeong yeon ("J" is same as Jihyo pronounced like the j of "joy")
Jihyo = Ji hyo (same as Jeongyeon)
Tzuyu = Chewy 😆 (the Korean version of her name)
All the others are like they're written
