I've just started learning react but watching Theo talk about his E3 stack and what Next 13 is, just made me wanna hold off learning react for some time till some people make more updated tutorials

No need. Pick any tutorial for react with hooks. Everythink is still up to date if you interpret it as "client react". Then you can just learn about "server react" later on.
