Shaking by definition is to move (an object) up and down or from side to side with rapid, forceful, jerky movements.
Going with the definition of shaking, this would mean you "shake" your head pretty fast. Do you really do that all the time, especially when you are disappointed? No, you do it slowly.
You (hopefully) learned in biology that your neck is basically working like a pivot joint. Swivelling is the present participle of turning around a central point so that it is facing in a different direction. To motion your disappointment with your head, you swivel it from left to right.
