Can someone explain me like I'm 5 how does the structure get built like it's coming out of the scaffolding!?!? And how the scaffolding looks like it's just going up without being reconstructed every level!?!?

The part that you are watching is called slip form construction in the concrete industry. Look it up as many projects are completed this way. Basically the work platform raises ever so slowly as they build the forms placing rebar and pouring concrete as they work their way up with the use of a hydraulic jacking system.
