No conference worth NDSU competition has reached out. North Dakota has made cuts to public education funding in the last few years, and if that trend continues, I don't see the Bison making the jump any time soon.
The only major conference that would maybe take them is the Big 12 since they are already an affiliate for them in Wrestling. But that is pretty much up to Oklahoma, Oklahoma State, and Texas if they aren't afraid of letting them in and risking losing to them in Football.
