"Corregidor" means "correctional facility" or JAIL. This island was used by the Spanish to house jailbirds so they will have little inclination to escape -- something like Alcatraz, the Island-Jail in the USA. Perhaps we can revive this concept and place our drug offenders here, during their rehabilitation process. There are plenty of buildings here (like the Mile-Long Barracks), than can be restored and re-used to accommodate the prisoners. Best of all, there will be a ready work force to keep the island's seashores clean of Manila's garbage..
