- Vice President Sara Duterte faced the Senate Committee on Finance on Monday, September 4, for the deliberations on the proposed P2.3 billion budget of the Office of the Vice President (OVP), which includes confidential and intelligence funds (CIF) amounting to P500 million.
During the hearing, Deputy Senate Minority Leader Risa Hontiveros asked Duterte which specific mandates and programs of the OVP would entail the support of the confidential funds, and went on to insist that such funds would best be allocated to government agencies actually tasked with intelligence work such as the national police and army.
After Hontiveros' interpellation, Duterte clarified that the OVP is "not insisting" on being given the half-billion amount. She explained that while the OVP's programs would "be much easier" with the allocation, they "can live without confidential funds."

Instead of confidential funds for DepEd Head sana the funds should be provided for building thousands of classrooms for students which are badly needed.

@@jenmoragas7792 A proper agencies mandated against NPA etc., etc., are AFP and PNP since the protection of citizens are under their scope, have the necessary equipment's, necessary training enough to send a spy into their ranks and sufficient manpower deployed in NPA-infested area. I'm pretty sure these agencies have Intelligence funds too. So why OVP start being redundant asking for Confidential funds for OVP and DepEd for National security purposes? What are they gonna do? How are they gonna gather Intel? Print books and materials? Asking students? AFP and PNP are within their expertise in that department, not the DepEd and OVP.

How can one argue that it's the administration's responsibility to ensure proper fund allocation when there's no transparency, especially when these funds are labeled for public use? Moreover, beyond the debated confidential funds, the Marcos administration is requesting an allocation of 10.1 billion for intelligence funds. Such requested sums don't go through the standard audit process. Our institutional standards state that all public funds should be audited by the Commission on Audit (COA). If the administration doesn't provide clear explanations about these funds, how can you trust that they will handle them responsibly and in a way that benefits the majority? They can't even have a straight face and consistent words when they are being asked about it.

Needless to say that dep ed can live without confidential and intel funds including other civillians agencies because they are not mandated to render such functions. That's why VP Leni Robredo never asked for Confidential and intel funds. That huge amount can be utilised to more noble projects that would alleviate the sufferings of the majority poor.

There's a pressing need for transparency and accountability in every department, especially in areas concerning public funds. Any allocation that isn't clear in its intent and use could lead to potential misuse or mismanagement. Not sure if the VP is really suitable or fits in DepEd. Her position there seems unwarranted, especially given the evident stagnation in progress. The department should be prioritizing transparency and addressing core issues that can genuinely aid the educational sector. Instead, there seems to be a focus on murky topics such as the dubious allocation of confidential funds and the surprising decision to remove visual learning decorations from classrooms. The current administration's handling of the education sector seems to lack the required vigor and direction. The inefficacies are becoming increasingly visible, indicating a pressing need for a more adept leadership that can genuinely cater to the educational requirements of the nation. The current administration appears to be weak, and it's not solely due to the pandemic. While we acknowledge the added challenges the pandemic brings, the situation has been exacerbated by what seems to be more rhetoric than tangible action. This inefficiency and inactivity are glaringly evident.This highlights the paramount importance of experience in leadership. Leaders with a strong background in governance tend to have a more profound grasp of intricate issues and challenges, and they are better equipped to provide swift and effective solutions.

Also, confidential funds, by nature, are meant for purposes that require discretion, typically related to intelligence and national security. The Department of Education's primary function is to ensure quality education and formulate policies to achieve it. It's not clear how a confidential fund aligns with this mandate. What educational objectives require such discretion that they can't be disclosed to the public whose taxes support them? In addition, any funds allocated to government departments come from taxpayers. If these funds are sourced from surplus revenues, there might be some rationale. However, drawing from public coffers, especially during financially strained times, for undisclosed purposes is not justifiable.Public funds must be spent transparently.Departments responsible for public welfare, like education, should maintain high standards of fiscal responsibility.Without transparency, there's a higher risk of funds being misallocated or misused.The education sector's progress, or lack thereof, is evident in its current stagnation. Effective leadership should align with the department's goals. The main concern isn't just the confidential fund but the administration's overall strategy.
Also, I think it's really important as well to point out that it's normal to complain. Results will naturally manifest if projects succeed. It's valid for citizens to voice concerns. Instead of the confidential fund, emphasis should be on actionable plans like raising teacher salaries, improving post-pandemic education, enhancing infrastructure, and addressing facilities' poor conditions and so on. Earning modestly and still paying taxes, it's disconcerting to perceive public resources not being maximized.Though I don't claim expertise, as a Filipino who cares for our country, I find the current administration's actions to be lacking. It just shows naturally.
What can confidential funds be used for?
According to the 2015 joint resolution, confidential funds can only be used for the following expenses:
Purchase of information necessary for the formulation and implementation of program, activities and projects
relevant to national security and peace and order
Rental of transport vehicle related to confidential activities
Rentals and the incidental expenses related to the maintenance of safehouses
Purchase or rental of supplies, materials and equipment for confidential operations that cannot be done through regular procedures without compromising the information gathering activity concerned
Payment of rewards to informers
[Uncovering and preventing] illegal activities that pose a clear and present danger to agency personnel or property, or other facilities and resources under the agency protection, done in coordination with appropriate law enforcement agencies
Confidential and intelligence funds cannot be used for:
Salaries, wages, overtime, additional compensation, allowance or other fringe benefits of officials and employees who are employed by the government in whatever capacity or elected officials, except when authorized by law
Representation, consultancy fees or entertainment expenses
Construction or acquisition of buildings or housing structures
Budget Requested: ₱500 million for year 2023
So expected monthly expenses is ₱ 41,666,666.67
