Additionally, many Americans oppose immigration, so the most favorable action Trump could take for immigrants, including students, would be to maintain the current policies.

1) America is not in dictatorship where whatever prime minister or president thinks will happen, especially with something very serious like permanent residency and citizenship, to pass a bill and to turn it into law , he needs a lot of support in US from other politicians and in US Parliament or senate or whatever it's called and from what I know it's incredibly hard to pass any bill like that in USA.
2. There is already B1 programme in USA where they issue VISA, for people who wants to setup business investing 1 million USD, and they can get Greencard faster I think
