When the diplomatic team arrived they had made first contact with the residents primarily the security guards as began to explain on why they were at their vault, most of the vault residents were suspicious of the United States goals which is not to be surprised considering that the Enclave have committed atrocities in the past. After a while the overseer of the vault has agreed on a meeting with President Granite, Vice President Hayes, and many of his advisers, but on one condition they were to have the meeting inside the vault. Talks began between Vault 18 and the government which was successful as the two factions agreed on a non-aggression pact, trade agreement, and the overseer allowed the construction company that discovered Vault 18 location to resume construction and plans are made to create a town outside the vault just like vault city**
This may sound crazy but I think the Enclave platoon caused the massacre of Vault 13 because one of the Enclave troops was a Vault dweller from Vault 13 who was kicked out from there and that he wanted some payback against the Dweller leader of Vault 13 and those who still follow. (excluding those who continue to see this dweller as a hero)
I mean, it was one platoon that did the 13 massacre, not the entirety of the enclave, so, yeah. The fev thing was uncool though, they should apologize for that

Well after all of this I still don't trust the enclave Let's see what information i get from this -the enclave partnered with vault-tec the company that did numerous experiments on the people in the vault The enclave knew of this In fallout 2 the president admitted this He admitted he knew of the experiments The enclave knew what vault-tec did To the people of the vaults -they didn't just kidnapped vault 13 They kidnapped multiple vault dwellers They knew where the vaults were cause the president was partnered with vault-tec -didn't the enclave forced locals of the wasteland to slavery to gather resources?
