Full hadith is when you start a good act i.e charity or any other good you do and others follow your lead in thaat, this hadith doesn't talk about a innovating a new act in Islam. Jarir b. Abdullah reported that some desert Arabs clad in woollen clothes came to Allah's Messenger (ﷺ). He saw them in sad plight as they had been hard pressed by need. He (the Holy Prophet) exhorted people to give charity, but they showed some reluctance until (signs) of anger could be seen on his face. Then a person from the Ansar came with a purse containing silver. Then came another person and then other persons followed them in succession until signs of happiness could be seen on his (sacred) face. Thereupon Allah's Messenger (ﷺ) said: He who introduced some good practice in Islam which was followed after him (by people) he would be assured of reward like one who followed it, without their rewards being diminished in any respect. And he who introduced some evil practice in Islam which had been followed subsequently (by others), he would be required to bear the burden like that of one who followed this (evil practice) without their's being diminished in any respect.

A shirt explanation for urs is that it is people gather together to do good deeds such as dhikr, reciting Qur'an and praising the prophet ﷺ and donating the reward to a pious person who's passed away. Over time the urs in the subcontinent has become associated with some khurafat which should be condemned but the asl (essence) of it has nothing wrong with it.
It is reported on the Imaam Maalik, that he said: "Whosoever introduces into Islaam an innovation, which he deems is good, then he has claimed that Muhammad (saws) has betrayed (the trust of conveying) the Message. Read the saying of Allaah, the Mighty and Majestic: 'This day I have completed your Religion for you, and I have perfected My favor upon you, and I am pleased with Islaam as a Religion for you.' [Surat-ul-Maa’idah:3] So whatever was not (part of) the Religion on that day, is not (part of) the Religion on this day.
Does that mean there shouldn't be any ijtihad by the scholars? Of course not! The scholars introduce these things based on evidence from the Quran and the sunnah of the prophet PBUH. With changing circumstances, comes appropriate rulings. These don't change Islam. Even the rightly guided Caliphs introduced new things that weren't there at the time of the prophet. Did they go against the Hadith you mentioned? Definitely not! So the problem is with your understanding of that Hadith - which is clearly different to how the best of companions understood it.
