Not really, if you watch in slow motion, irelia reached quinn and proc'd her mark with her Q before quinn did her E.

@@davidwellmann4985 if you look closely he took 75 damage. Irelia's Q is only at lvl 4 and she doesn't have sheen yet (also quinn has 45 armor). So it is logical.
