A comprehensive lecture on Senate Selection Procedure...
I'd like to add that the candidate with minimum votes (like in your example, candidate E) gets excluded and his or her votes are transferred to the next candidate (i.e. D in this case)...
So, in the end all the elected candidates have the golden figure (10 in this case) and all the un-elected ones have zero votes to their credit...
For reference please check the ECP guidelines for voters.... JazakAllah...
