the lines indicate strings (top one being the highest string and the bottom being the lowest). each number indicates which fret u put your finger in. when numbers are lined up in a column, that just means u play those at the same time (u strum them together instead of each individual string)
This is for a guitar but tabs on a ukulele, the lines going horizontally represents the strings on the instrument....not sure if it’s the same on a guitar but on a ukelele, the top line is the bottom string when u play the instrument (or they call it the 1st string) and the numbers on the line represents the fret....and you can always search it up on the internet ^^ I don’t know a lot about instruments so sorry :((
