I've killed all 26 hunter's and you can't spawn them again. Looks like it's floor 100 again for me. It's a good job I can solo it lol. Yeh the rogue agents spawn every 3 - 4 control points for me it seems pretty standard. PS your right NYC seems a lot harder than Washington. Especially seen as you start to take over a control point and an elite squad decides to join in out of no where.
For the hunters, I just joined random groups who were on floor 99 or 100. Once you reach floor 100, you can leave the group, then go solo it on normal mode. Did that to get my need 2 hunter kills. Was pretty easy

What my friends did was, get to 100th floor, get to hunter (normal difficulty), kill one (if solo) and wipe. Repeat for second.
Ideal and you can do Schaffer manhunt mission know too

Hunter part, we did it badly.... need more info. locatrion and so on :)
First round of100 floors in summit i found two on normal, but second time, when i actually needed them i didn't. Only need two of those bastards ..

Nope
If you do heroic cps they usually spawn by 2nd or 3rd one or can spam heroic Radom missions.

If you don’t see by 3rd log out it helped me they spawned on first one. I had to do like 6 almost then you get that sexy chest.

I did 12 control points on heroic in a row and didnt get one group of rogues to spawn
