Small tip pravus, choose the middle option when the peace deal is completed. From experience it seems that the moment you reject the deal, the whole insurgents goes ape sh*t and spawns about 2-3 different groups randomly on unstabilized zones. Just delay for a bit then reject their faces
Leaving 3-4 zones in control of the Insurgents in the endgame usually (in my experience) pacifies the game to not spawn camps outside of that bubble in unstabilized zones. I think it's better to give em a bit of space and wait for the other zones to be stabilized (and/or occupied by soliders), then go steamroll the insurgents. Also, keep soliders on a zone if it was previously stabilized and you just took it back from insurgents! At least until the zone restabilizes, so neither a camp nor more insurgents spawn in that small gap.
In community scenarios too, training camps are bugged: Destroying them does not stop their spawning. You must keep a soldier where that training camp was.
As Matt mentioned in a comment earlier, I don't think Remote Subsidies solves the job concern since its description doesn't say it does. I think the best approach in this case would have been to getting Remote Outreach to increase the number of hammers and rollout speed. Getting more job initiatives would probably also help, since one of them would land on the mountains by chances, but it'd be more expensive than the Outreach.

I disagree with some of these comments, you can still reject a deal and handle it, a 10 Reputation is a pie to the face, but is worth it. The 4 zone take by insurgents is not good for reputation and there's still chances for a camp spawn, it's pretty much better to go take a zone when u have a good chance. Also remote subsidies and remote outreach is a good combination
