There is a problem that in a foil bout I sometime start the attack too early
Or
Sometime I start the attack to late resulting in counter attack.
I cannot find the timing when to start the attack
Is there any drills or video you can suggest with.

Two points to focus on to help improve your attack and avoid effecting a counter attack:
1). Distance
2). Tempo
There is no need to be overly aggressive and push an action, especially if you are not sure when to begin the attack. For this reason, you will want to maintain a sense of distance (separation) between yourself and the opponent.
Slowing your tempo by "creeping" forward or taking slower advances will give you time to see what is happening and to identify the distance to be right for an attack. Save the "speed" for initiating the attack.
