Big Smoke's order can also be found written on the one phone you can use in Phantom Liberty. It's on the device behind the speaker so you actually need to call a number so that V picks up the speaker. It's shown as a list of numbers

That’s almost exactly pulled from a sequence in Skyfall where Bond does the same thing with a sniper in front of a big LED screen in an office building.

A cool detail in State of Decay 2 is if your base gets attacked by zombies while you have the haven device facility, your character will say “we have nothing to worry about with C.L.E.O on our side” and at the end of the attack your character will say “C.L.E.O you make it look easy” Ps there are two other rare zombies a clown one and a pirate one but I believe you may have already addressed them. (Edit) one more thing there is a plethora of rare character names, traits, and skills. For example a rare trait is Halo champion and a name that character can get is Arbiter
