My guess is, they are a modified version such that the closer they are to youkai (or a human with powers in Sakuya's case), the stronger they get, where they are most potent when in physical contact with the subject, while at the same time, having no effect on the one who made them.
Those are talismans. Those are ancient signs of Asian magic. (Western ppl have witchcraft and poison, so Eastern use talismans to perform magic things) They have many purposes includes prevent and repel Youkai.
