    Why is he not choosing the maximum of the valence band and the minimum of the conduction band? He rather chose random points in VB and CB.

      His random point is mostly from the valley of CB, that whole valley region are stable states for electrons of CB. Electrons belongs to such region have the highest probability to participate in emission.
