What I want to know is did the landowner who sold these plots of lands to the nomads, Did he inform the government on these people or did the government go to the landowner and say you can't sell this land to the nomads? what exactly happened?

Governments in every country have regulations for classifying their land. There are farmlands, industrial zones, areas of special natural protection, urban zones... You cannot build wherever you want, it would be chaos, especially for health reasons. Before these structures were build to completion government should've informed the owners it was illegal and provided some sort of land for them. A lot of those people are unemployed and lives in poverty. It's really hurtful. So much innocent children and parents displaced.

A building with a permit has a blueprint done by architect and has to use a galvanized iron foundation if using bricks.
Some special lands in my country may not need permit but could only have cabins, pre-fab, mobile.
I think most countries have the same rules.

Pelo menos no Brasil há necessidade de licença da prefeitura para poder contruir qualquer coisa e caso queira aumentar a casa tem que procurar o CRECI para uma avaliação e depois regularizar na prefeitura.
