No she's not insane. There are a few studio quality animes (see Fantasy Kaleidoscope, thats a good one) but their all fan made. Flandre is often portrayed as being insane and borderline genocidal, but that's a limited opinion of her. IT's known shes somewhat emotionally unstable from being locked up for centuries (and her instability is what caused her sister to lock her up in the first place), and the official wiki has her personality as this: "Flandre is normally nice and quiet. She was described as "rather nuts", and although she doesn't often get angry, she is quite strange, which makes it difficult for others to understand her." Anything's up for grabs however since her appereance in Embodiment of Scarlet Devil is the only times she only shows up, compared ot the other bosses she's been very limited in appereances. You'll find that some in the fandom disagree with the typical "mass murder Flandre" archetype but she's a mixed bag. Hope this answered your question
