It’s not unique. This is the Philippines dish. When you coat it the second time with liquid batter it’s called ngoyiong, without the liquid batter un coated it’s called Lumpia.

There is something called "Hygiene" which is completely missing in Indian street foods, regardless you are in North or in south the condition is typically same. I believe the real taste of these food stuff is only due to unhygienic conditions. Even the vedio bloggers least bother to ask these vendors to use gloves prior to shoot the vedios atlest, even though these bloggers are showing the real picture but ultimately they are spoiling the Image of India. Such kind of things should be uploaded with more responsibility as the whole world is watching these vedios !
North India and East India (not Northeast) is definitely worst....

"स्वच्छता" एक व्यक्तिगत गुण है जिसका अमीरी या गरीबी से कोई नाता नहीं है, मैंने बहुत से गरीब लोगों को देखा है जो की झुग्गियों में रहते हैं पर उनकी झुग्गी भी पूर्ण रूप से साफ़ सुथरी और व्यवस्थित होती है.
इसी प्रकार बहुत सारे अमीरों के घर भी देखे हैं जहां न तो सफाई है और न ही वयवस्था है.
सो मेरे कहने का सार यह है की 30-40 रुपये का सामान बेचने वाला भी अपने आप को साफ़ , स्वच्छ और व्यवस्थित रख सकता है, बशर्ते उसकी ऐसा करने की व्यक्तिगत इच्छा हो !
