    Why do we perform blocked rotor test at rated current?

      If we conducted the blocked rotor test on rated voltage.. The current will increase to more than rated current then motor will damage

      It is the referred reactance of secondary side to primary side i.e, rotor side to stator side

      Then according to you X2' IS X01 only
      Do not confuse with indication better you write Xr'to avoid any further confusion

    why W= 3* I^2 * R ? _ why 3 is multiplied?

      The equivalent circuit diagram is Per Phase. So considering 3 phase power we multiply with 3 to I^2*R
