Sir, What is difference between mercerizing and scouring in which both are washing out with caustic soda?

In Scouring it is caustic boiling, 2-4% soln is used for removing impurities.
While in Mercerization 25-28% caustic soln is used for the treatment of cotton fabric.

Sir, why desizing is done after singeing process?
If the desizing is done prior then what would happen?

To save energy, as after singeing we can use heated fabric in desizing.
