In our pashtoon culture, It is normal to shake hands with your cousin whereas they are quite conservative and religious.If I will abstain from it they will just get rebelous because there are scholar in our family who consider it halal.
Islam doesn't prohibit to follow culture or certain traditions until it contradicts with Islamic Values.
Shaking hands with Non Mahram is not allowed.
