I can't even get a veiled vow with him yet and I'm already in Midnight mode. WTF. I've been gifting him and sparring him like crazy.

you gotta do missions with him the way i unlocked it was by redoing the missions on midnight difficulty then going through each location you can only get interactions with him in that region it was supposed to happen so check you time line and see if he wants to speak to you
