Like in Regent Park, the residents fought back against 5-0 and eventually forced them to move the cop shop out of the neighbourhood! I won't go into more details than that, I don't know what the statute is on a lottery what went down.
As for police, they rarely solve crimes without people telling them the details. Without snitches and informants their solved rates would plummet like a skydiver without a chute. CCTV and video in general solves more than “detective” work by an order of magnitude.
