If you want to know, he's playing with Europa Expanded mod, which adds focus tree, for many nations, even outside of Europe, like the southern tip of India, the indonesian islands or Mali for exemple.

I don't think there's any actual historical basis for the changes, but some others are Sardinia and Sicily being PU subjects under Aragon at game start (inherited should Naples be granted independence) and a Baghdad subject dividing Qara Qoyunlu in half.
Kinda weird of him not to mention the mod and to neither link to it in the description.

Colonialism clearly already spawned on January 2, 1506, and probably a few other times before just not in one of your provinces.
