I used to be an elevator mechanic. To troubleshoot the problem I would first go to the roof where the winch motor and other equipment is. Look for the main electrical disconnect. It may have a blown fuse or it tripped out. Do not mess with it if you don't know what you are doing as elevators can kill.
Not to toot my own horn but I have moments of experience with this exact issue. I’d contact a former elevator mechanic and then I’d take a look at both the winch motor and other equipment.
