I think Shepard was the best, but Vance is the most badasses director they have had. He worked with Eli David in the early days before NCIS was that big. Think he was CIA, right?

At least, initially, the viewer was supposed to see Vance the way Gibbs and the others do, wondering "Who's this guy? Can we trust him?" Meanwhile, Vance, being new to the director's chair, wants to impress on them that he may be the new boss, but he's still the boss. Which means some toes will be stepped on. I believe that the evolution of the character has been well-played by the show in general and Rocky Carroll in particular.

You have every right to your opinion and EVERY NCIS character is hated by someone for one reason or another, even Gibbs. Some have said Gibbs is too old, Ziva is a Mary Sue, McGee is boring, Bishop is boring, Abby is childish, Nick is a jerk, Tony is a jerk, Vance is untrustworthy. You get the idea.
This made everybody really pay attention to things with Vance and Gibbs , they both have always had each other’s back and respect

I think Leon is maybe the maverick of the 2. He worked with Eli David, who was the best spy of them all probably.
