You can do nine by sixteen video in iMovie, you need to 1) open a new "app preview", not "new movie", and 2) insert a clip that is already shot in vertical format as your first clip. After that any video you place in the timeline will be letterboxed as a vertical video, and you can remove the original clip placed in the timeline if you don't need it. Vertical video support is very limited in iMovie, as there are only a few titles and transition to choose from, but it does work.
You are absolutely correct! I remember buying a 4k clip or image and placing it at the beginning of the timeline to make the video 4k in iMovie. You can do but you have to jump through a lot of hoops but it’s possible
