No. The "Rin" and by extension "Natsuo" and "Arata" (who is the main antagonist of this game) aren't the same characters we've known from the past games. They are Observers (like Lydia and Julietta) from the Uppermost World. A main plot point of Code Z is the concept of parallel universes. In fact, the game's story actually takes place in a different world called DE-1.5 which is a copy of the DE-1 World (the universe where DERQ1 and DERQ 2 occurred) and if you have seen the NG+ for DERQ2 you should be familiar with the Endbirth Plan. Another thing to keep in mind is that these variants have their names spelled in full caps so the following would be: ARATA MIZUNASHI, NATSUO MUNAKATA, and RIN ASUKAZE.
