I don't think they use oscillator, oscillator doesn't require any input, it's a positive feedback system. They use inverter to change the dc power to ac. And in mobile charger there goes three stages First incoming ac to direct dc, without stepping down. Then converting that dc to high freq ac. Then stepping down that ac. Then that stepped down high freq ac to dc ( final dc output) The reason for ac to dc to ac to dc, is because for low freq, filters and resonating capacitors and transformer size and cost is huge
