And if there aren’t any warning signs either whomever is in control of the spillway/dam should be held accountable for his injuries. This needs an investigation into this before someone dies from drowning in there

You can buy a cheap polyethylene kayak and cheaply made kayak paddle and indifferently made pfd at any Walmart. You can even take a silly 2 hour online boating course from Transport Canada so you can have another plastic card for your wallet. The skill does not come with the plastic card. I am happy the chap and his friends had the quick wit to pull through. He has guts and intellect to 'let go' and resurface. A very good lesson😊.

I'm a former U.S. Coast Guard engineer, and former U.S. Merchant Marine Engineer, I have extensively sailed the deepest ocean in the world (years of sea-time) and many other oceans. But water in places like that (especially at night) is spooky.
They held on to the “protective” gate, attempting to pull themselves up, yet couldn’t break the surface. It would simply pin whatever gets trapped to it. The force of that water won’t allow anything or anyone to do anything but pull through. Outside of avoiding that area altogether, that was the most effective way to manage that hell of a situation. I would almost assume most folks would have drown trying to hold on to that dang gate instead of making the clear, conscious decision to hold tight and pass through.
