No, it's not what you think. Every RUclipsr, if they pass the criteria, will receive resources, budget for making clips, weapons and armor t5 level 5, sugar, vip ,coins, etc. This is just a small part. Other people get a lot more than me, so I can confirm that I didn‘t overpay.
