Observe the movement of the dummies: the belt doesn't lock them in place like in a rally car, rather the belt is using a tensioner to limit the movement of the body. What you are mentioning is the belt lock - when you pull on the belt quickly it locks then it appears to be 'stiff' - that's because by hand we cannot stretch the tensioner, however this tensioner gets stretched in a crash where the body forces with much increased force on the tensioner causing it to stretch and slightly release some belt length.
I have a 2011 Toyota Corolla LE and when I turn off the engine and there is no cushion or passenger on the front passenger seat that light flashes and has a lock 🔒 sign flashing I checked under the seat 💺 to see if any cables loose. It still flashes with engine shut off. Help
I suggest ask on a Toyota forum and don't seat anyone on the passenger seat until fixed - risk of permanent severe injury to face and neck even in low speed accidents
I watched the video so I went I turned the engine on, sat on the passenger seat. It immediately turned on passenger airbag on light then turned off. I shut the engine off and the light kept flashing on and off with a car 🚗 and lock 🔒 flashing light. I moved the passenger seat 💺 front and back I looked under the seat to see no obstruction to any cables underneath no kinks no loose cables. I sat on passenger seat got off closed right car door still same flashing car 🚗 and lock 🔒 flashing. Help

The back seats are not related in any way with the airbag system. If there was no occupant on the front passenger seat and you *could* see the OFF light at all time, it means the system is fine. Just make sure if one day you carry a front passenger, make sure you *don't* see the OFF light.

If the airbag doesn't activate, the body will hit very hard the dash or the windshield, which will cause severe face mutilations and neck injuries. Have a look at the video linked in this comment. The airbag deployed late, and we can see how much the body is allowed to move forward despite the seatbelt. In other words, without airbag the body will slam face first into the steering/dash or windshield. That is not true, my Honda CR-V belt locks in when in a crash.
