For anyone who experience the bug where New -> Black Video doesn't add anything, right click in your Project Panel -> New Item -> Black Video and then just drag it on the timeline.

Hey, you need to select it from the bottom left box. Right click, new and black video and it should appear in the box, drag it to your timeline.
