According to nyc.gov, yes for New York CIty. "A person or business must have a Home Improvement Contractor license to do construction, repair, remodeling, or other home improvement work to any residential land or building in New York City." However, it seems that in the state of New York, only asbestos contractors and crane operators need a license.

There’s no license to use a condom (same as flashing), I don’t think we need the same for flashing (same as condom)
I understand the use of aluminum or copper but wouldn’t steel rust?
Pre-finished steel flashing as a 30 year paint warranty on it. Unlike aluminum or copper eventually it will rust.
What does flashing cost
It greatly varies depending on the type of metal, the type, how much flashing is needed, and labor costs of the contractor.
I know nothing but a chimney is not a very big area. That quote seems like a lot of money for a small area around a chimney.
