safety chains are required by law here in Alberta, at least. Personally, I have had a hitch break on a trailer (swivel hitch on a leisure-lite trailer, pulled by my 1500 vulcan). the chains kept the trailer with the bike and not smashing into the truck following me. Gave me time to get pulled over safely.
chains are supposed to be short enough to hold the hitch off the ground if it breaks/becomes detached (which ball hitches can do). Potholes should be no worry for the short time it takes you to get stopped. And like I said, around here at least, chains are required by law. (think of it this way, we don't like following gravel trucks dropping rocks in our face. gravel trucks don't like following us dropping trailers in theirs :) )
I can see where your coming from now.. So it depends on your hitch system... Mine has two very solid bolts, but if both were to fail a chain wouldn't help O_o

Why the safety chains? If something was to happen would you want the trailer still attached if the hitch was to fail?
A closer view might have been mor illustrative. As they say, A picture is worth a thousand words, and a video 2 thousand I usually add.
Rather it detach than hit a pothole or bump and send me and the bike into the trucj behind me...
