Some facts about Brazil: We have 3 policies, Polícia Militar (Military Police not linked directly to the Army) and this one is responsible to do the patrols around the city; Polícia Civil (Civil Police the one you sent to the traffic accident) which is responsible for investigating all crimes in the state; and the Polícia Federal (Federal Police) which investigate all crimes that happens in federal level and within two or more states plus the international one. This is the police which does the immigration process, stay on borders and more. Some states, like São Paulo, also have the Guarda Civil (Civil Guard). Sede means HQ, Station.

About the police 4:53, those cop cars are actually Polícia Civil, which is the state police, they are in charge of investigations and judiciary job, they have some patrol units too like special operations group GARRA (Grupo Armado de Repressão a Roubos e Assaltos), the red/black/white car you see there is an old model, now the Polícia Civil only uses black and white or full black for special operations units. Military Police are from the state as well, but they are in charge of regular patrols and crime prevention, the colors are white/red/grey/black. The Sao Paulo mod is actually made by the italian developer Dweltfolle wich is why most of the writings are in italian
