This is bachata, the tap is on the 4th beat in bachata, not the 3rd. They are doing an advanced step which often involves triple steps and non-standard foot shuffles. Not the basic step which is learned by beginners. You can essentially do anything with your feet as long as you are staying within the 4 by 4 timing.
