The waiter then made a relief and tells her that this type of dish is mostly spicy for European guests (it’s a Mediterranean cruise) but not so spicy to foreigners.

Back a long time ago(the Seventies) often they didn't have proper toilets. Turkish toilets(basically a porcelain hole in the ground) were still in use in many places, especially rural areas and public parks. Now that they complain about our non private toilets(some European toilets then weren't in stalls altogether) I'm guessing their toilet game is better than ours. I haven't been to Western Europe since the early eighties, so I understand it a totally different world there now anyway.
