On the FIRST designs in 2019 ,adventure model and TRD off road model the roof racks can only be removed after removing the headliner. For 2022 the bolts to remove the rack are from the outside so no need to remove headliner
People you can do all these steps and drop the liner enough to get a ratchet in there and even you hands. Pulling OUT the liner is hell and risk damaging it. Putting it back in is equally as risky and tough. Trust me... Just lower it. Also when putting everything back together... Here are some tips I had to figure out the hard way; The oh sh*t handles will not stay put until you put not only the metal clips on but ALSO the plastic caps back on. The visor clip that easily twisted out... Won't stay unless you first screw back in the 2 screws, push in the clip, carefully clip the visor into it and THEN push up hard using the visor itself until you hear a tiny click. Finally, make sure to click back into place the weird clips on the back of the panels up by the windshield ( with the airbags behind them). You gotta push into and click them back into the panel itself before it goes back on. Good luck.
