What is watchdog counter used for? Will it get incremented each time ecu request for reset?

simply counts if processors is fine continuously sending signal to interrupt counting if problem happen stop sending and counter goes finish counting and sending signal to your HMI saying hardware watch dog error alarm & stop your machine. that is i have been faced so far. "Hardware watchdog reset error

Could failing or bad capacitors in the ecu trigger watchdog timer reset?
I'm trying to diagnose issue I think is with toshiba ta8903sn. I know it has watchdog timer but find no datasheet.
