They can't fly, it's a glide ability, which is usually only ever unlocked near the end of all of the games, it's mostly used for backtracking to previous levels before the end of the game, but often times endgame bosses will see you make use of the glide as an evasion maneuver And in this final boss in particular, there's a lot of gravity shenanigans going on, making your character significantly lighter, allowing them to jump higher and fall slower, plus these games often have DMC level aerial combat and combos, so you'll be staying up in the air quite a lot of the time Neverland is a notable exception, as it's the only level in the series that let's you straight up fly at will

They can't fly on command unless they are in neverland because of tinker's pixie dust.
