The visa is what you use to enter the country while the permit is what permits you to stay in the country. The visa is usually valid from 3 to 6 months
Did you start the process on or before the expiry date on your old card? Because a whole 3 months to get your visa renewed, that’s long?!

It is for student visa and b1 isn’t required
