Trucks trailers should have angled beam that will deflect the car outwards. The car is already on the next lane, why just not push it further into the next lane?
In Europe trailers usually have bigger guards, like bumpers, that prevent cars from underriding them. A crash scenario like this is very unlikely with a modern trailer like they are common here. That's what needs to change in China, not adding weight and costs to passenger cars.

Newer trailers in the US have reinforcements that mean the ICC (rear trailer) bumper do no deform.
