- This week on Life Reimagined we went on a mountain hike and sat down to talk you through the process of buying land in the Algarve, Portugal. We try to quickly run through all of the steps that we took as we've had a few messages from viewers. We tried to keep it high level, but if you would like more details or clarifications please ask in the comments. We are planning to do more in depth videos with an actual script so your feedback will help us prioritise which questions to answer first.
One slight clarification: I incorrectly stated that a PIP (pedido de informação prévia) is Promissory contract. The PIP is what in Portugal they call outline planning permission. So you can get planning permission if you aren't the legal owner of a piece of land, and once approved it's guaranteed for a year. We negotiated with the seller a promissory contract that was contingent on PIP approval. Sorry for the mistake, it was a long hike and my brain wasn't working correctly!

Algarve. Such an amazing experience I shall never forget.We sold on to a Family from Germany 🇩🇪 , and after a few moves,
bought a lovely apartment in the Avenida in Loulé. We moved

You should be happy that it takes so much to build in rural land.
The PDM is there to protect you and your investment.
For what i have learned, you want to build a kind of resort.
The PDM is there so no one builds a skycraper next to you (over exagerating).
Hope you understand this concept and that you are ware of it, so that when PDM changes are about, you can be in the city-town (Camara) and voice your concerns about it.
It is all about protecting the land, the ecosystem, and the little towns (so the people) from real-estate developers.

Your channel randomly popped up and now I have watched three videos. We are in a similar process as you. One thing Jack said has us a bit stumped. Jack said the PDM tells you the size of structure authorised on your property. If you can tell us how you found that we would be grateful. Our property is in Silves municipality and we understand it is one of the more challenging Cameras to deal with. Their PDM is new and we've worked our way through that and have submitted a formal request to the Camara asking if we can rebuild the exact size of the ruin, build a larger structure and drill a bore hole. Still, if the PDM can tell us that information it would be useful to know while we wait on the reply from the Camara. Subscribed. We are buying a property not too far from where you are, just a bit further inland near São Marcos de Serra. Paid a reserve deposit and going over there next week to see it with our own eyes. Interested in what you are doing, looking to learn from your journey and hopefully use some of your recommended contacts (e.g. architect, builders, landscapers etc.) when the time comes. Depending the amount of work they have in town hall, all process can take a year. Relax don’t get stress about the timing cause in Portugal everything takes time to get it done

Excellent video! I’m moving to Portugal later this year, Silver Coast. One day, who knows, maybe I will rent one of your units! Excellent video. The biggest issue Portugal has is their red-tape system. Archaic! Knowing that before you move makes things a lot easier. You have the right attitudes and boy won’t it be worth the celebration after each step is achieved! Talk about mountains! Cheers ~

@@stokeyone As it is said on the video, we have Rural and town plans.
This means, if you want to built in a rural town, you will have a lot of red tape cause these land if for rural use.
If you want to do a project to absorb rural land not to plant, there are going to be a lot of things you must obey, so that the landscape is not harmed.
It is like protecting your land, so the neighbor does not build a skyscraper next to your perfect rural landscape and it also protects the eco-system.
So if you want a simple home, these PDM (Plano diretor municipal) plans in time to come what can be built in order to preserve the nature of a determined place.

But I imagine the same rules will apply to this?

To build a home you need to have it built on a urban piece of land.
You can only buid in rural land when you have ruins.
I dont know your taste, but in the north where i live there are lots of land for sale with 1,2,3 and more hectar (10000, 20000, 30000 scuare meters).
Here near the douro valey you have it in ranges from 40.000 euros up to 150.000 euros.
Some still have vignards and olive trees, or even other fruit trees.
But as said, before buying you can lock the purchase to the townhall permit to edify on the terrain.
@@fredericocotta991 wow that's for the extensive information. I appreciate your help. I don't really have a budget so high right now, it's only around 30,000 so I'm limited. I will bear in mind what you have said. I've seen similar properties with ruins in central Portugal which I think is where I would like to live. I will definetly consider the north as I haven't yet. I don't understand what you mean about the town hall. In general I've heard sales are slow, is there anyway to speed it up.

We would love to know what plots you didn't like and why ? What should we be aware of when checking a sight ?
Are there lists and maps of land status for each area we can check before even approaching a seller ?

some good info for new people coming here!.... we have been here six years. by the way you pronounce Camara more like you actually say camera.
Our farm was built before 1951 and as we only changed some internal walls so we did not need planning permission.
We have just started a channel about our life here.

Glad it was helpful! Prices will be cheaper from what ive heard but the process is the same. If anything I think you might have it easier as some camaras are desperate to repopulate the area.
Top tip i can give you is slow down...dont feel rushed. Everything takes a long time here and plenty of opportunities,

Each was on a different platform from a different agent so we worked individually. We wrote messages to several asking for help matching properties to our criterea but we received very low response rate and ones that replied usually missed something from the brief so doing it ourselves was harder, but easier in the end. I do wonder about all the vacant lots in Portugal though! They aren't all online that's for sure

Well done, enjoyed the video. Looking at Portugal very seriously and would also like to move to the Algarve but have been advised about the tourist swamping the Algarve in summer?
Geoff Strydom nice to hear that you enjoyed the video! Yes, in the summer the algarve is definitely buzzing with tourists and that is something you should be aware off. However, as we want to build a business around tourism that is one of the reasons why the algarve was so interesting to us. So yes the beaches and towns get very busy in July and August but the rest of the year and especially spring and fall you basically have it to yourself :)
With a lot of ppl (a lot from outside Portugal) right now buying properties and submitting changes and projects to build, the time is a lot more now then they used to be. Let me give you one example in Castelo Branco (center of Portugal) my brother work there and the amount of work they have in town hall doubled in 1 years only. And this year (after April because a lot of ppl want to buy land there because this SARS-C0V2 and want to change their style of living from the city to the country) the process in the town hall are five times more than in 10 years ago. Not enough town hall workers to do this in less than 1 year (right now) and some of the workers in town hall had to be working at home ( because the SARS-C0V2).
But we Portuguese after the first approval we start to build (with changes we know they want and they going to approve). We know they dont going to do nothing. And when the second time approve we have everything ready to live there (or even before).
In Lamego i do this way. No problem.

What I was wondering, do you have like a source where all the costs are made clear? How it accumulates over time? what are the costs for renting that machine for the landscaping, the costs for the lawyer etc... so people can get an insight into what realistically you need in order to do things right...

@@as-1982 Hi i hope you good and well. If you are talking about being "off grid" so if that's the case, will need make calculations and decisions, here is a couple examples to think about,
Will you be living there full-time in winter?
Biggest part of usage would be energy for heating and bathing? I know in Portugal a lot of people don't use central heating but use log burning fires to heat the house.
Budget? Cost of solar panels, inverter, batteries.
Average and maximum days without sun? Depends where you are in Portugal
I can design a system to match pretty much any needs, and even install backup generator just to top up batteries if required, but the biggest obstacle is obviously cost and justification, if you want to tell me your requirements you, just so i can give you better examples.

Easy peasy. You don't need a bank account, just a NIF number. You can do this yourself but our lawyer too care of it in our case. It's attached to your foreign address and then when you move you just update it :) thanks for watching!
Life Reimagined - Hi there, if you are a non-EU or non-resident, you do need a bank account... but you have to get your # first, then open the bank account. (Just in case Cindy Vine is North American, or from Australia/NZ, etc. 🤗

Cindy Vine The residency helps a lot. I imagine you might have to go through the whole process otherwise. My understanding is that if you have EU residency, basically all you have to do is come to Portugal and switch your residency :)

How do you find facebook marketplaces in Portugal? Is "Marketplace" translated into Portuguese?
Luke Jones you can find offers on Facebook marketplaces for Portugal just the same as in other countries. Just search by the city you are in or closest bigger city nearby and then it’s just the same 😊. I hope that answered your question.

What is the prce you paid for this land? Was it there on the vlig maybe missed ut. I like your idea of eco resort.
we paid full asking price at 90,000 euro for the land. We could probably have paid 80,000 to be honest but we wanted to get planning permission before we handed over the cash. So in return for certainty and the time they had to wait we agreed on asking.
Oh man these bureaucrats and bureaucracies... Brace yourselves! You have to be a freaking saint! Or have the patience of one... And I hope you have like a decent monthly income, something like above 500€/month. That'll cover most expenses and be at ease with life. We're not that good with foreign people... Meaning, if you don't speak the native language and have a degree, it's pretty hard to have/find a job. Or get around even. Although it's not something 'totally impossible' as you guys demonstrated.
Wish I had better news but the construction process is also, as far as I've heard(!), a painful process. But they say it's worth it... Just be sure to be on top of it! Not like a dictator person but more of a concerned/inquisitive person. They don't like aggressive harsh people.

How are you affording this lifestyle? You both look young. What type of jobs do you have?
Tamabd Lev we are 28 and 35 and we are doing this only with money we have saved up for the last 7 years. We live a very simple and frugal lifestyle in order to afford all of this. We haven’t gone on any big vacations or done anything big (except our wedding) in the last 7 years. That’s also why we have decided to buy a cheap mobile home, renovate it ourselves and live in there until the house is built. That way we are saving a lot of money on rent. We are both working. Jack runs his own digital marketing agency and Hannah used to work in HR/Recruitment but is now starting a small online business to generate an extra income as well. We’ve definitely been fortunate in that we’ve had good jobs in the past that have allowed us to save money. But we’ve also made a lot of compromises these last few years (and are still making them) in order to afford all of this 😊

Alpha Aquisitions it’s a website but they also have a Facebook group. You can find lots of real estate and land all over Portugal there. This is where we found our land as well.

I love my home country but the bureaucratics with public institutions are really quite a mess...
Vitor Madeira yes, it’s definitely not easy but the bureaucracy in Germany isn’t much better to be honest 🙈.
What does pdm stand for, please?
Luke Jones PDM stands for Plano Diretor Municipal and it’s basically a town/city development plan, which tells you the building regulations for this area. For example it can depend by council how much you can extend an old ruin and what land classifications you can build on and what you are allowed to build there. So if you want to know what you can build on your land , it’s a good first step to obtain this information. Then you will still need to check if you have any land that is classified as REN (ecological reserve) land etc. Hope this helps 😊

Luke Jones Yes, there is a different authority that’s responsible for the REN land and any ecological reserves, at least that was the case for us.

Ein bisschen ähnlich wie Ihr beiden.
Ein etwas anderer Ansatz ... aber grundsätzlich ähnlich in den Wünschen und Hoffnungen.
Ich glaube auch die beiden leben nicht zu weit von Euch entfernt.

So long and tedious! Worth it in the long run, but these countries would really benefit from speeding up these processes, Imagine how much more immigration could be achieved from these cheap properties. Lucky you had another life to keep you busy in the mean time, otherwise you would go crazy.
Sounds like this is why the portugese people dont know what else to do with their property because of all these rules that could or could not do with their own land.

Suggestion: break up a long video with some video of what you’re talking about - the land, the town, the documents anything. Watching two people in the same shot talking for 20+ minutes is almost unwatchable. Maybe some text heading to break it up. Basic video production techniques.
