Yes, in that case the skull counts and they lose one of their disks (random selection).
In the case that a player makes the highest bid of 5, can a player match that bid?
No, once the highest bid is made, that player “wins” the bid and starts flipping them one by one.

So can you bid when each player has placed one bid. If so couldn’t this be abused to make people lose discs quickly.

That’s right. Each player adds a disc until one makes a bid instead of adding a disc.
