We same problems as US in terms of overutilization and everything that comes with fee for service remuneration moddels, just at a smaller scale - and with very poor population health management and clinical governence and primary care level. @drbricker, your insights are invaluable in navigating this challenging landsape.
'Informed Consent' could be considered both ways. Many adverse effects of well-intentioned care could be avoided if the providers simply knew more about the patients' history (predisposition to super infections, hyperactive immune responses, etc.) Holistic medicine is helping to bring this to light, thankfully.
At a well known HMO here in California, and a teaching hospital, the surgeons do not inform the surgical patients either verbally or in the official informed consent, that a resident will be practicing on them. They know that very few people would consent to be practiced on, so they just don't tell them. How this is legal is beyond me.
